Abstract
Innovation is a sacred sentence in the progress and welfare of a nation, both at the microeconomic (corporate) level and the macroeconomic level (state). Especially regarding innovation, there is a legal basis in Law no. 23 of 2014 concerning Regional Government entitled Regional Innovation, from Article 386 to Article 390 of Law 23/2014. The innovations referred to in Article 386 are all forms of reform in the implementation of regional government. This study aims to be able to analyze various kinds of planning innovations carried out by various provinces in orderrealizing people's welfare.This research uses a qualitative approach. The data collection technique was done by triangulating inductive data analysis and the results of qualitative research emphasized meaning rather than generalization. (Tahir, 2018) This type of research is qualitative descriptive research, which is a form of research that aims to provide an overview of various kinds of data collected from the field objectively. The population in this study are provinces that have made planning innovations, while the samples in this study are innovations carried out by West Java, West Kalimantan, and South Sulawesi as a concrete form ofrealizing people's welfare.Innovation is the key to increasing economic growth, regional competitiveness, and improving people's welfare. The innovation in question is all forms of reform in the implementation of Regional Government based on the following principles: increased efficiency, improved effectiveness, improved service quality, no conflict of interest, oriented to public interest, carried out openly, fulfilling the values ??of propriety, and can accounted for the results not for self-interest.
